Only one material on that list is new. Forged Empyrean’s Sigh arrives with Version 3.6; everything else has been in the game for a while, and Whisperin Core has been there since launch. A long-standing account may already hold most of what Jingran needs.
Whisperin Core drops from enemies all over Jinzhou. Xuanfang has its own Whisperin Core Tacet Discords, but Jinzhou is the denser hunting ground and the one worth clearing. Jingran alone wants 61 FF Whisperin Core, the largest enemy drop on the list, so start there.
Both Carved Crystal dungeons hand out the same four tiers for the same Waveplate, so run whichever one you have unlocked. Cloudfall Chasm sits in Mengzhou and Stricken Sanctum in Lahai-Roi. Neither is a Broadblade dungeon as such: each one carries the material line for all five weapon types, and you pick Carved Crystal on the way in. Watch the naming: the map and the material screen disagree about the Lahai-Roi dungeon, which appears as Corroded Remnants when you tap a Carved Crystal to see where it drops.
Forged Empyrean’s Sigh comes from a new overworld boss releasing with Version 3.6. Kuro has not confirmed where it stands, though the Xuanfang area is the likely home given the rest of the patch. You will probably unlock it through the 3.6 main quest, and a limited Early Access lets you fight it before you reach that point.
Skyward Glazed Heart drops from Thousand-Puppet Pavilion, the Calamity Class weekly boss south-east of the main Xuanfang Hold City. It opens after Chapter 4 Act 2, Xuanling Sings Storm Quelled, so anyone who raised Suisui or Yangyang: Xuanling in 3.5 already has it. The boss deals Electro and Havoc damage, so bring resonators who can survive both. Jingran wants 26 hearts and the weekly reset caps how many you can carry home, so clear the fight every week whether or not you are ready to spend them.
Cloudperch Seed comes from two gathering areas and one shop. Southern Yuan Hills holds eight, three south of Xianling Village and five south of the Gate of Xuanfang. Eastern Xuan Peaks holds nine, four near the teleport waypoint between Eastern Fogveil Pass and Boughrest Bridge, and five north of Eastern Fogveil Pass.
That is 17 from the ground against the 60 Jingran needs, so the Huaxu Apothecary does the heavy lifting. It sits south-west of the Xuanfang Huaxu Academy in Xuanfang Hold, sells seeds at 3,000 Shell Credit each, and caps you at 15 a week. Clearing every node and buying the full 15 leaves you at 32 after the first week, so plan on two or three shop resets. Several Chapter 4 quests hand out seeds as well, which shortens the wait. The shop itself only opens once you finish the Chapter 4 main quest.
